Blockchain Scalability Problem, also known as Blockchain Scalability Trilemma is a hypothesis that decentralized networks can only provide two of three benefits at any given time with respect to decentralization, security, and scalability.

Unfortunately, there is no a common vision and commonly accepted formulation of the hypothesis. Moreover, there is no consensus on whether this hypothesis is true or it should be rejected.
